Latest PocketGamer quarterly index places Gameloft second and EA third.
ngmoco came top of the list, which aggregates review scores from around the internet, with an average rating of 8.38 from 12 reviews in 1Q09.
Gameloft posted an average score of 8.05 from 23 games published and EA Mobile achieved 7.82 from 13 games.
Digital Chocolate, which has been making lots of noise recently about its iPhone efforts, was placed fourth with 7.77 from nine games.
Chillingo's Zen Bound was the highest rated game overall, with an average score of 9.75.
PocketGamer tracks scores from its own sites, in addition to IGN Wireless, AirGamer, Mobile Game FAQs, Slide To Play, 148Apps, iPhone Games Network, Macworld, Games-Review, PiratesXXL and ProjectNext.
