EC backs down on telecoms regulation

Telecoms commissioner Viviane Reding bows to industry pressure, amends proposals.

The European Commission has backed down from its hard line stance on telecoms reform, according to documents seen by Reuters.

Specifically, the EU telecoms commissioner Viviane Reding has dropped plans to create a pan-European uber regulator in favour of a much smaller Office of European Telecoms Regulators (OETR).

The new body won't have influence over internet security or spectrum allocation as the EC had originally intended.

As such, Reding has also dropped plans for the EC to have the power of veto over any initiatives from member states to increase competition if it doesn't agree with them.

However, Reding has rejected the European parliament's move to create a third pan-EU spectrum related committee. Parliament will instead have a joint say over new, five-yearly spectrum proposals from the Commission, with member states retaining ultimate control over national allocation.

There's no word yet on Reding's proposed changes to voice and data roaming tariffs.
